Bin Mode Forecast

The Bin mode FORECAST behaves like bin mode GRID, except that the Bin will be moved towards the upper
levels based on available digging capacity.

A Bin will leave the FORECAST mode if it changes to another mode, for example if the Bin is put into a Port,
or if the Bin has been prepared (due to the preparation queue), or if the forecast mode is canceled (using the
cancelforecastbin method).

A Bin is never defined as 'finished forecast prepared'. The current position of the Bin (and its Bin mode) is
continuously available from the Log Publisher module
