Balancing Categories

Categories filters which ports that can handle which task groups. Categories do not affect the bin preparation.
AutoStore prepares bins based on req_time/priority.

The WMS must ensure that the req_time/priority corresponds with what is actually going to be picked. High
priority task groups of categories that are not being used will have a negative impact on performance, because
there are limitied space on top of the grid for prepared bins (and also wasted resources spent on preparing
bins that are not needed).
