L	Longterm - Locked by Delayed Stop
P	Permanent - Locked Manually by user
C	Clear - Clear Cell Lock

Locked cells due to Delayed Stop are unlocked when the system is stopped/restarted and the error has been resolved. XHandler sends a notification via Log Publisher when the cells have been cleared.
